Heh something similar happened with the devs of Project: Aftermath, who had the full version posted as the demo on Steam for over a month. To answer your question, however, it depends on the particular arrangements they may have with the publishers.

The guys at Redlynx specifically put out a copy of their Trials 2 game on torrent sites without access to the leaderboards... as the leaderboards make those games
